Town Of Thornton Board of Selectmen Meeting Minutes
Meeting Date: October 5, 2011
The Thornton Board of Selectmen met and held a meeting on Wednesday. October 5, 2011 10:00 am at the Thornton Town Hall.
Board Members present: Chairman Tim Tyler, AW (Butch) Burbank, Roy Sabourn, and Brad Benton.
Board Member not present: Selectman David Joyce

At 10:00 am Chairman Tyler opened the meeting with the Pledge of Allegiance.
Board Members held a work session until 10:50 am.
At 10:53 am Chairman Tyler requestinged a motion to approve the payroll and manifest for week ending October 11, 2011.
Motion
Selectman Sabourn motioned to accept the vendor manifest dated
October 11, 2011 for the amount of $305,287.85. Selectman Burbank seconded. Voted 4-0. Motion passed.
Motion
Selectman Burbank motioned to accept the payroll manifest dated
October 11, 2011 for the amount of $24,334.56. Selectman Sabourn seconded. Voted 4-0. Motion passed.
Public Forum
Mr. Fred Belanger informed the Board of Selectmen he is in the process of purchasing PID 03-08-03 located on Thornton Gore Road. The only access to this lot is to construct a bridge across Johnston Brook. To do so the setback requirements of 25 ft. from the road ROW edge cannot be met. Mr. Belanger is before the Board to question definitions associated with phrases and wording in the zoning ordinance relative to setbacks. Selectman Sabourn informed the Board and Mr. Belanger he is very familiar with the area and the high water occurrences on an annual basis. Selectman Sabourn is not in favor of approving a building permit without a bridge plan stamped by a NH Licensed Engineer, Wetlands Delineated by a NH Wetlands Scientist, a Flood Study, and DES septic system approvals. Selectman Sabourn explained it may also be necessary to elevate Thornton Gore Road. If Thornton Gore Road or its right away cannot be used for a permanent parking area. According to Zoning Officer, Clint Rand a variance will be required to meet the front setbacks.
Mr. Belanger requested the Board to draft a letter stating their concerns and requirements. Board Members agreed with the list of concerns. Clint Rand, Zoning Enforcement Officer, will draft a letter addressed to Mr. Belanger stating the necessary requirements he must fulfill in order to access PID 03-08-03 by installing a new bridge.
Michael Hilton also approached the Board relative to his interest in purchasing PID 03-08-03. His plan to access is to construct a foot bridge across Johnston Brook. Board Members informed Mr. Hilton the same criterion applies as with
Mr. Belanger relating to the lot access and parking. Michael Hilton would like to construct a simple bunk house with no running water or sewer. The Board informed Mr. Hilton an approved DES septic design will be required before any building permit will be issued. Zoning Officer Rand will draft a letter to Mr. Hilton.
The Board of Selectman showed concern with lengthy issues being discussed during public forum. TA Beaulieu informed the Board she is willing to play a stronger part in controlling public input, but she needs the full Board behind her to do so. Timers were mentioned. Some towns give a (5) minute allotment during public forum. If the speaker exceeds (5) minutes the issue is placed on the following agenda for further discussion. Chairman Tyler would like to see a note on future agenda’s stating 5 minutes allocated to speak. Board Members all agree that the Public Forum is very important, but it does need to be limited.
Sandy Picard – Town Wide Yard Sale/Fund raiser
Sandy Picard and Marolyn Fillion, members of the Campton Resource Center, a non-profit organization based under Handyman Hardware, Campton, NH operating the thrift shop. The revenue from the thrift shop donated articles helps to feed the needy residents of Campton &Thornton. Their establishment has seen a 40 % growth in clients in need of services. The Resources Center is looking for ways to generate revenue .In August 2012 the Resource Center would like to hold a town wide yard sale between the two towns. The Campton Board of Selectmen supports their mission. They are before the Thornton Board of Selectmen hoping for support. After discussion the Board requested a plan showing proposed satellite yard sale positions in town, and asked them to meet with the Police & Fire Chiefs. If town property is in the plan to be used, Sandy & Marolyn were informed a motion would need to be made by the Board of Selectmen allowing it. Special Event regulations were mentioned. It was determined there would not be 200 people at one place at a time. The Board thanked Sandy Picard and Marolyn Fillion for attending and wish them a successful town wide yard sale.
Chief Tobine –Discuss Smoke Rise Lane road sign
Fire Chief Tobine was before the Board responding to an e-mail request from Mr. Leo Cody to change the road name “Smoke Rise Lane”. The Chief’s recommendation to the Board was not to change the name. H has discussed this issue with the other safety departments and they agreed. The course of action to change a road name becomes complex while creating a communication safety issue should an emergency arise. Connected with the process to a road name change include data base changes with NH E-911 Emergency Communication, 911 telephone data base, official tax maps, and assessing software. The Board of Selectmen agreed with Fire Chief Tobine.
Motion
A motion was made and seconded to not change “Smoke Rise Lane” to another name due to the involvement it takes to create a road name change. Voted 4-0. Motion passed.
Town Administrator presents
Passed out the new Selectmen Meeting Schedule for November 2011 thru May 2012. TA Beaulieu asked if this schedule is workable to Board Members. Board Members present commented on their preference, and agreed to leave it as is for now. As long as there are (3) Board Members present at each meeting it will work.
The Waterthorn Road letter of rejection was mailed to the Watherthorn HO Association.
Administrator Beaulieu passed out an outlined budget schedule for Board Members to review. All Departments are scheduled to input their proposed budget items in the Accufund System.
Administrator Beaulieu discussed with the Board an e-mail received by property owner Charles Bourret of Waterthorn Road. TA Beaulieu explained the records show that the letter of credit in place for Waterthorn Road was not renewed by the Developer, and Road Agent Dubey confirmed that did not approve the final coat paving as suggested in Developer Powers letter and Mr. Bourret’s e-mail.
Selectman Sabourn showed concern with the letter of credit not being kept up, and suggested that Planning Board Assistant Clint Rand take over the responsibility of letter of credits. Mr. Rand agreed.
A Board of Selectmen work session is scheduled for November 9, 2011, 5:00 pm to discuss the purchase policy to be prepared for implementation.
Waterline Sealed Bid at the Town Office
TA Beaulieu informed the Board that (5) local contractors were contacted by RA Dubey with an invitation to bid on the waterline ditch from the highway department to the town hall. Two contractors’ submitted sealed bids. Bids were opened as noticed on October 4, 2011, 4:00 pm at the Town Hall.
LE Johnston Construction LLC for the amount of $1,200.00 and Larry Benoit Excavation LLC for the amount of $850.00. Road Agent Dubey recommends the bid be awarded to Larry Benoit Excavation LLC for the amount of $850.00.

A motion was made and seconded to award the waterline sealed bid to Larry Benoit Excavation LLC for the amount of $850.00 Voted 4-0. Motioned passed
Selectman Sabourn showed concern that the invitations to bid are not posted in the newspaper. He would like to see all contractors have an opportunity to bid on town project. He wants see selective invitations eliminated. All Board Members agree with Selectman Sabourn’s concern.
Action Folder
FEMA LOMA’s (Letters of Map Amendments) Federal Government removal of properties out of the Zone A Flood determination. Board Members discussed the most suitable place to file the LOMA’s. Selectman Sabourn suggested two files, (1) with the individual assessment file folder (2) a separate file with the tile FEMA LOMA’s. kept by Zoning Officer. Board Members and Zoning Officer Clint Rand agreed.

Emergency Management Minutes September 12, 2011
Motion
A motion as made and seconded to accept the Emergency Management Meeting Minutes of September 12, 2011 as amended. Voted 3-0 Selectman Burbank was not present at this meeting.
An e-mail from Debbie Duffy from the New Hope Fellowship Church based at the Days Inn in Campton, with members of the church living in Thornton, was read by Chairman Tyler. The New Hope Fellowship Church is planning a block party next summer at the Benton’s Field. They anticipate 200 attendees and there will be a fireworks display. Board Members discussed the Thornton Event Regulations and agreed that an event application will need to be completed. Event Regulations, checklist and application will be mailed to Debbie Duffy. Board Members questioned if this event held at the Benton’s Field triggers the cap placed on the number of events allowed on an annual basis on each parcel.
Board of Selectmen items for discussion
Selectman Burbank – Nothing to report. Selectman Burbank left the meeting at 12:45PM.
Selectman Benton - Suggested grader work be complete prior to winter to
take care of the pot holes on the dirt roads. TA Beaulieu was informed at the Supervisors meeting by RA Dubey that grader work is scheduled prior to winter.
Selectman Sabourn – Questioned the status of the Woodwinds curbing. TA Beaulieu was informed by RA Dubey that the curbing has been removed, but other items that should have been done were not. RA Dubey was informed that the homeowner flooded during the last rain storm. It is important for the homeowner to take care of this issue while staying out of the town’s roadway.
TA Beaulieu is waiting for a written report from RA Dubey on this item.
Chairman Tyler – Last meeting Chairman Tyler shared with the Board his conversation with Shawn O’Brien over how well the Adapt Program went this summer, and Shawn shared a booklet of Adapts Summer Events. Chairman Tyler left the book for everyone to look at. Chairman Tyler hopes we can continue to make Adapt work.
TA Beaulieu informed the Board that RA Dubey reported that Jim Ingram is willing to donate his tractor to spread the donated loam from Benton Enterprises for the Town Hall Beautification project.
Chairman Tyler informed the Board he needs to get (4) beautification committee members together for a meeting.
Public Forum
Jim Demeritt volunteered his york rake to use when the donation of loam is delivered.
Jim Demeritt informed the Board there are ditches that need attention from Route 175 to the cross of Upper Mad River/Mad River Rd. Fill or stone should be placed in the ditches.
Beverly Chappell shared pictures of ADAPT. She feels this is a good program and is happy the program is still around.
Zoning Officer Clint Rand informed the Board of a FEMA Flood Plane Management Workshop scheduled for October 12, 2011 at the Town Hall. Several surrounding town representatives are invited. On Monday October 17, 2011 at the Town Hall FEMA will be holding substantial damage estimator software training. Clint feels these classes will be very helpful to the Town.
Town Administrator Beaulieu and the Board of Selectmen are pleased to have Clint Rand aboard.

At 1:30 PM Selectman Sabourn motioned to enter into non-public session pursuant to RSA 91-A: 3, II (6).

At 2:24 PM the Board of Selectmen came out of non-public session.
Motion
A motion was made by Selectman Benton to offer the part time, on-call Transfer Station Position to Candidate #3, at Labor Grade ll, Step 3. Seconded
Voted 3-0 Motion passed.
Selectman Sabourn asked for the record to show there was also discussion over a potential contract with a town employee.
