Campton-Thornton Fire Commission Meeting Minutes April 12, 2010
The meeting was called to order at 1605 hrs by Niles Downing.
Commissioners present: Niles Downing, Todd Baldwin, Jim Demeritt
Fire Dept. Chief David Tobine, Deputy Chief Ian Halm
The minutes from the special meeting of March 22,2010 were read and approved.
Old Business: Chief Tobine reported on the Fire Apparatus inspections. This turned out to be quite expensive for Engine 4.
Due to freezing temperatures at a lengthy fire, many valves froze and split and had to be replaced. Chief Tobine stated that sand had entered the pumps from the hydrant system causing a lot of damage.
The Chief was asked if the Department had received the Hydrant Flow test from the Water Precinct. He stated it was received and there were no hydrants capable of supplying 500 gpm. He reported that the Water Precinct had applied for a grant to upgrade the system and install a loop system that would be able to supply the school sprinkler system with the required volume as well as having other advantages.
Chief Tobine reported that he ordered the new Tahoe from Littleton Chevrolet at a savings of $400.00 and also gained back some of the options cut with the original proposal from Hilltop Chevrolet out of Rochester
The Explorer is up for sale now. The commissioners decided to have the Chief advertise it in the papers with no minimum bid. Taking it to auction was discussed, but there was concern that the vehicle might end up coming back at a cost. Bids close at 1600 hrs on May 10. 2010 and will be opened at the Commission Meeting.
New Business: Chief Tobine reported that all Fire Department radio communications will be on Narrow Band. As of now, the apparatus radios are Narrow Band compliant, and some of the pagers are also compliant, but there will be a need to replace 24 pagers at about $500.00 each.
Chief Tobine received a letter from the Plymouth Select board Requesting that Campton-Thornton grant Plymouth the right to provide paramedic intercepts with Campton-Thornton. For this service, The Town of Plymouth would bill the Town of Campton- Thornton for fees associated with the services of the paramedic. This request was issued to other area transporting services, also.
The Commission tabled this request for further review.

Niles passed out two other samples of Job Descriptions for the position of Fire Chief to compare with the present sample. These will provide the Commission with a deeper perspective of the position. Comments and suggestions may be discussed at the May 10, 2010 meeting.
Chief Tobine informed the Commission of the possible formation of a Swift Water Rescue Team, for the Northern end of the Mutual Aid System.
The Awareness and Technician course starts April 16 in Ashland and is being taught by a team out of Arizona Friday evening, Saturday and Sunday.
The department will need to buy two rescue suits this year and two more next year and the Chief is looking into grants.
As there was no further discussion or business, a motion to adjourn was made and seconded and passed.
Meeting adjourned at 1700 hrs.
